Abstract:

The author has taken up a significant problem in the field of ensuring the security of mass events on the example of the experience of security protection of sports events in Kielce. Participation in a mass event, by definition, it should serve the fulfillment of human needs that are related to his social development. Undoubtedly associated with participationin these types of events there is a need for a sense of security, often derived from the state of security. Therefore, the subject of research in local terms has been supplemented for international and European conditions in developing standards in the area of ​​security during sports events and stadium crime in Poland. In this regard, universal and regional standards have been presented, with particular regard to the role of the Council of Europe, the European Union and the Organization for Security and Cooperation in Europe. The dissertation also contains an analysis of the rules for ensuring the safety of mass events in the light of the Polish Constitution, legislation and executive acts. The effect of the analysis contained in the research part is to present current trends in ensuring the safety of mass sports events in Kielce.

Autor podjął istotny problem z zakresu zapewnienia bezpieczeństwa imprez masowych na przykładzie doświadczeń ochrony bezpieczeństwa imprez sportowych w Kielcach. Udział w imprezie masowej z założenia powinien służyć realizowaniu potrzeb człowieka, które mają związek z jego społecznym rozwojem. Niewątpliwie związana z udziałem w tego rodzaju imprezach jest potrzeba poczucia bezpieczeństwa, często będąca pochodną stanu bezpieczeństwa. Dlatego też przedmiot badań w ujęciu lokalnym uzupełniono o uwarunkowania międzynarodowe i europejskie w wypracowaniu standardów w obszarze bezpieczeństwa podczas wydarzeń sportowych i przestępczości stadionowej w Polsce. W tym zakresie przedstawiono standardy uniwersalne i regionalne ze szczególnym uwzględnieniem roli Rady Europy, Unii europejskiej i Organizacji Bezpieczeństwa i Współpracy w Europie. Dysertacja zawiera również analizę zasad zapewnienia bezpieczeństwa imprez masowych w świetle Konstytucji RP, ustawodawstwa i aktów wykonawczych. Efektem analizy zawartej w części badawczej jest przedstawienie aktualnych tendencji w zakresie zapewnienia bezpieczeństwa masowych imprez sportowych w Kielcach.
