 abstract={The author has taken up an important problem in the field of international organizations. The subject of the analysis is the role that the Council of Europe plays in the field of rural and agricultural policy in the member states. Although the Council of Europe mainly specializes in creating standards on democracy, the rule of law and human rights, it also involves other matters apart from the defensive capability. This also applies to the area of ​​the villages and agriculture. Until now, there was no monographic study of this problem, so the dissertation fills the gap that persisted in this area. The author showed the problem of countryside and agriculture in the Council of Europe axiological system, confronting it with i.e. the EU's common agricultural policy. He pointed to the instruments of influence of the Council of Europe, both those of a legally binding nature (international agreements) and those of the so-called "Soft Law". He highlighted the directions of Council of Europe's impact on rural policy of the Council of Europe to show the specifics of this impact. As a result, the charcteristics of Council of Europe's impact on rural and agricultural policy were presented, seen in the broader context of rural areas and agriculture as areas of European integration.},
 abstract={Autor podjął istotny problem z zakresu problematyki organizacji międzynarodowych. Przedmiotem analizy stała się rola, jaką Rada Europy odgrywa w zakresie polityki w odniesieniu do wsi i rolnictwa w państwach członkowskich. Choć RE specjalizuje się głównie w kreowaniu standardów dotyczących demokracji, praworządności i praw człowieka, to jednak wypowiada się także w innych sprawach, z wyjątkiem obronności. Dotyczy to również obszaru wsi i rolnictwa. Dotychczas brak było opracowania monograficznego tego problemu, tak więc dysertacja wypełnia lukę, która się w tym zakresie utrzymywała. Autor ukazał problem wsi i rolnictwa w systemie aksjologicznym RE, konfrontując go m.in. ze wspólną polityką rolną UE. Wskazał na instrumenty oddziaływania RE, zarówno te o charakterze prawnie wiążącym (umowy międzynarodowe), jak i te o charakterze tzw. „miękkiego prawa”. Wydobył kierunki oddziaływania RE na politykę wiejską RE, by ukazać specyfikę tego wpływu. W wyniku tego zaprezentowana została charakterystyka oddziaływania RE na politykę wobec wsi i rolnictwa, postrzegana w szerszym kontekście wsi i rolnictwa jako obszarów integracji europejskiej.},
